You know when there's one item you like at on online store but a) you're not sure of your size, b) you have to spend x dollars to get free shipping (and you refuse to pay for shipping) and c) everything is 40%? This means you have to spend y dollars before discount to get to x dollars for free shipping. And all you wanted was that one item.
