Mary Poppins and Bert the Chimney Sweep Couples Costume

It's almost Halloween and I still don't have a costume concept for this year. Armando and I had been stepping up our couples costume game, but having a dog in the mix has thrown another complication with dressing up and we are still unsure if our costume idea is going to come together in time. This costume is from 2017, but maybe we can reprise our roles as Mary Poppins and Bert the Chimney Sweep as we distribute candy to the neighborhood kids this year? These costumes were pretty easy to put together, I'm planning on getting them up separately in order to share the DIY component for each costume, but...
