They can be outerwear or part of your outfit, as I often choose to wear them. My office can be quite cold and vests are a perfectly acceptable layer that helps me to stay warm without looking ridiculous and putting my coat on. Although I will admit I've done it before and will again if I need to. This vest was one I got last year for a steal from Sammydress....
